Is dating a 19 year old when your 15 legal?

I’m 15 and currently dating a recently turned 19 year old.
Is this illegal? Or only illegal if i have sex with him?
He swore to me he doesn’t want sex, in fact he’s not even mentioned kissing me on the lips yet.
So is it legal to date him?
