How to file for pretrial diversion in another state?

I received a citation for underage drinking, but I wasn’t arrested. I am a resident of Kentucky, but received the citation in Tennessee. My question is will I need find an attorney in Tennesse to file pretrial diversion or can the attorney be located here in Kentucky? I am 20 and this is my first offense. I have never even had a speeding ticket. Also when and how will I know the guidelines for completing what I have to do for probation? Will the information for probation be sent to my home after the court date?
